Compensation

Salary commensurate with experience; expected hiring range: $74,000 - $90,000/year

PRIMARY DUTIES

The Office of the Attorney General (OAG) is accepting applications for a Special Agent in Charge (Commissioned Law Enforcement) in the Criminal Division to investigate and supervise the investigations of a variety of criminal matters within the Major Crimes and Economic Crimes prosecution units. Case investigations include the following types of crimes: homicides, felony crimes involving pubic officials, white-collar crimes, and elder abuse. This position also supervises two Assistant Special Agents in Charge and oversees supervision of Special Agents assigned to the Criminal Division. Under the supervision of the Deputy Attorney General, the Special Agent in Charge will perform duties to include, but are not limited to, the following:

  • Administer criminal investigative activities of the Division in compliance with federal, state and local laws.
  • Plans, organizes, directs and supervises the investigative activities of subordinate commissioned special agents who conduct routine and advanced investigations.
  • Addresses performance and conduct issues involving subordinate special agents. Ensures subordinate special agents meet minimum mandatory training requirements.
  • Addresses equipment issues involving subordinate special agents.
  • Coordinates responsibilities, policies and procedures, with division Special Agents in Charge within the Kansas Attorney General’s Office.
  • Oversees the Evidence Control Room, including policies and procedures.
  • Coordinates with administration the development and implementation of policies and procedures for special agents within the Kansas Attorney General’s Office.
  • Gathers evidence or establishes facts by interviewing witnesses, procuring and analyzing records to include computer, legal, financial, medical and investigative files.
  • Conducts surveillance or participates in undercover assignments as required.
  • Develops accurate, detailed and impartial reports of investigative findings and provides recommendations for civil, criminal, or administrative action.
  • Prepares, coordinates and executes search and arrest warrants.
  • Testifies as an investigative witness in court proceedings resulting from investigations.
  • Assists in reviewing cases to determine scope, timing and direction of investigations.
  • Works with Criminal Division Assistant Attorneys General in developing cases for criminal trials.
  • Serves subpoenas or other official papers.
  • Provides dignitary protection as requested.
  • Provides training and acts as a liaison between the Kansas Attorney General’s Office and local county and district attorneys, law enforcement and regulatory agencies.

Qualifications

Licensing & Certification

  • Currently or previously certified as a commissioned law enforcement officer in Kansas or another state. Officers from other states must be eligible for certification in Kansas. Previously certified officers must be eligible for reinstatement/re-certification and may not have been decertified due to misconduct or other derogatory information.
  • A valid driver's license.

Minimum Qualifications

  • At least seven (7) years of experience as a commissioned law enforcement officer, including experience conducting investigations.
  • Able to effectively testify in court; Applicants must not have specific instances of past misconduct, whether within or outside the scope of prior employment, that indicate a lack of truthfulness (including the finding of a lack of candor during any administrative inquiry).
  • Strong proficiency in MS Office (Word, Excel, Outlook) and Adobe Acrobat.
  • Familiarity with mobile device software to include the ability to use a smartphone.

Preferred Qualifications

  • At least two (2) years of experience managing a division/unit and supervising professional-level staff OR at least three (3) years of experience in planning, organizing, and directing the work of a program.
  • Graduation from an accredited four-year college or university with major course work in criminal justice, accounting, computer science or related field(s).
  • Familiarity with electronic case management system.

The pre-employment screening process will be waived for current OAG personnel who have previously completed the screening requirements.

Employees of the OAG are required to protect against unauthorized access to such information, ensure the security and privacy of such information, and disclose any anticipated threats or hazards to such information. Employees must be cautious not to release this information to the public or other individuals, including but not limited to OAG employees who have not been authorized or who do not have a legitimate organizational, departmental, or business need to know.
